Pro-poor orientation of budgets: The case of Uganda

Development Initiatives will hold a dissemination workshop to discuss the findings of the paper ‘Pro-poor orientation of budgets: The case of Uganda’. This publication looks at Uganda’s budgets (fiscal year 2015/16 and 2016/17), assessing their appropriateness in dealing with the poverty challenges the country faces.

The paper proposes a framework for assessing the pro-poor orientation of national budgets and notes several best practices in Uganda that other countries could consider. It also notes possible areas of improvement for Uganda, especially in the better targeting of the Poverty Action Fund and the alignment of sector budgets to the National Development Plan.

Format and speakers

The breakfast meeting will start with a speech and a presentation of the findings by the research team. There will then be a panel discussion on pro-poor budgeting, featuring a range of experts – both government and non-state actors, as well as academics. This will be followed by an open moderated discussion.
