Gregory de Paepe

Fellow

Start date with DI: August 2018

Where I am based: Madrid, Spain

What I do: I contribute my development finance expertise mainly to DI’s work on resources. I have supported DI with developing the Integrated National Financing Framework, along with conducting Development Finance Assessments in selected countries. My area of focus is domestic resource mobilisation (DRM) and the donors’ role in supporting it. For this, I drafted two case studies for the latest DI discussion paper on ODA for DRM.

Previous experience: I studied Business Economics at the University of Ghent. After working for over a year in the private sector I undertook an internship with the Spanish Delegation to the WTO and UNCTAD in Geneva. Then I moved to the OECD Development Centre’s Africa Desk, to contribute thematic and country analysis to five annual editions of the African Economic Outlook. There, I developed a passion for DRM and subsequently joined the OECD Tax and Development Programme to advise on effective development cooperation for DRM. In 2016, I relocated to Madrid to consult for the UN, the Gates Foundation, ODI and GIZ, while obtaining a Masters in Evaluation of Public Programmes and Policies at the Universidad Complutense in Madrid.
