The Global Humanitarian Assistance (GHA) programme is excited to be co-hosting a workshop with the United Nation’s (UN) Office for the Coordination of Humanitarian Affairs’ (OCHA) Financial Tracking Service (FTS) and the International Aid Transparency Initiative (IATI) in Geneva, Switzerland on 7th and 8th November 2013, to develop a standardised reporting format that is fit for purpose for all forms of humanitarian financing.
A central message of this year’s GHA report was the need to improve humanitarian reporting – financial information is currently not comprehensive, comparable or timely. For relief efforts to be most effective, resources need to be well spent, and they must be allocated according to need. This requires a thorough understanding of what money is going where – so that we can best judge how much is needed, and make the best possible use of resources. Better information through clear and transparent reporting of data on humanitarian financing will help strengthen the collective global response to crisis by improving decision making, efficiency and accountability.
The humanitarian system needs to bring its reporting into line with wider official development assistance (ODA) reporting standards, such as IATI, if it is to ensure reliable, timely and complete information is available on all flows – from governments, multilateral institutions and private sources. Otherwise, it will remain impossible to gain an accurate picture of the total resources going to crises, and we will never accurately be able to measure the outputs of humanitarian financing.
The workshop in Geneva will bring together experts in the fields of humanitarian and reporting standards, with the aim of forming a working group, which we hope will lead to a concrete proposal for the modification of the IATI standard so that it meets the immediate and future needs of both humanitarian information systems and users of the data.
A select group of participants from a variety of backgrounds have been invited, including policy and technical humanitarian experts and standards specialists from UN agencies, NGOs and donor governments.
Outcomes from the workshop will be posted on the GHA website, as well as an outline of future steps.
