On 11 April 2016 we responded to a funding alert in response to drought in the Philippines.
Since the end of 2015, the El Niño phenomenon has had a major impact on farmer’s ability to plant causing a reduction in harvest. As for April 2016, 273,722 households are estimated to be affected in five different provinces (Sultan Kudarat, Sarangani, North and South Cotabato and Maguindanao provinces).
According to the UN Office for the Coordination of Humanitarian Affairs (OCHA)’s Financial Tracking Service (FTS), donors have committed or contributed US$5.1 million of humanitarian assistance to the Central African Republic so far in 2016. ECHO is currently the largest donor, reporting US$2.6 million in commitments.
In 2015, a total of US$30.2 million of humanitarian assistance was reported as committed/contributed to the Philippines. An additional US$1.5 million was received from Central Emergency Response Fund (CERF) pool-fund.

GHA AND THE START NETWORK
The GHA Programme is partnering with the START network to help to inform its funding allocation decisions. The START network is a consortium of British-based humanitarian INGOs, which has recently launched its own fund to help fill funding gaps and enable rapid response to under-reported crises where need is great.
When the START members issue a funding alert, we produce (within 12 hours) a rapid overview of the humanitarian funding picture – recent funding, an overview of appeals and funds, and analysis of donor trends. The analysis is targeted not only at the START network but also to a wider set of stakeholders engaged in these crises – including donors, humanitarian organisations, analysts, advocates and citizens.
